The package contains agreements covering the execution and funding of three main sub-projects:

A land reclamation project for the construction of the Second Maasvlakte facility, plus an accompanying area to compensate for damage to the environment.

The creation of a 750 hectare area for nature and recreation.

A series of projects under the banner 'Existing Rotterdam Area' (BRG), to make better use of the available space and improve conditions in the Rotterdam region.

The municipality of Rotterdam, the Rotterdam metropolitan area, the Port of Rotterdam Authority (Havenbedrijf Rotterdam NV) and the province of South Holland have all approved an execution agreement on who is to do what and how the responsibilities and risks are to be shared. The package also contains agreements on the State's participation in Port of Rotterdam as of January 2006.

The package will now be presented to the municipal council, the Provincial States and the Lower House. If they give their approval, all agreements on the implementation of the various projects will have been finalised.

The project as a whole is set to cost in excess of ? 3.6bn.
