USCG Group Joins IHMA

It brings new geographic and professional components to the Association that significantly broaden the capabilities within the membership at large.
The COTP, in US waters, is usually a serving USCG officer of the rank of Captain, who is responsible for enforcing port safety, security and marine environmental protection regulations within the boundaries of the designated COTP zone. The COTP is usually the commander of a sector or marine safety office in this area, which may be as small as the waters surrounding a port or encompass a much larger coastal zone.
Previously, recruitment by the IHMA of harbour masters in areas where their employment is overseen by military, government or coast guard authority had proven very difficult. A breakthrough came two years ago when 14 senior Italian Coast Guard officers from major ports throughout Italy joined the IHMA as a national group rather than as individuals. This opened the doors for similar arrangements elsewhere. To date, the USCG is the largest national group to be recruited by the IHMA.
Although there are many variations internationally in the way harbour masters are addressed, the main criteria for full membership of the IHMA is a statutory responsibility or the safety of navigation within the member’s port or harbour area. Other port marine officers and commercial organisations may join the IHMA as Associate or Commercial Members.
Formed in 1996, the IHMA now has more than 250 members in over 40 countries around the world. It has consultative status as a Non-Governmental Organisation at the International Maritime Organisation and participates at IMO meetings. The IHMA’s wealth of experience is sought after in many international forums and uinter-industry working groups.
