Guide to Good Practice Boosts Safety Code

A new benchmark for measuring safety in harbours was announced last month by the British Government's DTLR.

It gives guidance on a national standard by which harbour authorities can measure how they discharge their legal duties for the safety of navigation and is set out in a new Guide to Good Practice on Port Marine Operations.

The Port Marine Safety Code was published in March 2000 as part of the Government's response to the Sea Empress grounding in February 1996. The Code introduced the principles of formal risk assessment and safety management systems to port marine operations. The new Guide adds technical advice in support of the Code.

The DTLR confirmed that some 90 harbour authorities had completed implementation of the Code by the 31 December 2001 deadline. It is chasing nearly 40 more who have either not yet reported, or have indicated that they will be late.
