The 23' by 8'6" heavily constructed boat is an enhanced version of the Kingston 23 WLB currently used by the US Coast Guard on Juniper class icebreaker buoy tenders.

The K-23 has a unique hull shape with additional planing surfaces to provide better trim angles in the pre-planing zone and more lift reducing 'hump' in the boat's hull resistance curve, both improving hull efficiency. These same planing surfaces significantly reduce roll in high speed turns, resulted in more control and enhanced crew safety. A deadrise of 20º matched to the vessel weight knocks down a stiff chop and enables open sea use when tending buoys.

The Annapolis harbourmaster and the US Coast Guard both selected a single 4.2 Mercruiser diesel with a Bravo 2 outdrive specifically for its high bollard pull and high reverse thrust. Both versions will reach 40mph with the Coast Guard boat marginally faster owing to less windage.

Ulrich Dalgren, the Annapolis harbourmaster, worked closely with MCM's engineering department to provide thorough detail of the boat's operational requirements and conditions.

This input from the operator initially and throughout the construction process resulted in many enhancements to the design.
