Further Port Waste Management Consultation

Further improvements to the management of port waste were included in a consultation on port waste facilities announced last month by UK Shipping Minister David Jamieson.

The consultation on a new Europe-wide Directive builds on the UK's existing port waste arrangements introduced by the Government in 1998. However, the new directive will add three additional requirements to the UK's existing regime. These are:

for ships to deliver their waste to port reception facilities before leaving port; a fee to be collected from ships in respect of the costs of port waste reception facilities, with cost recovery systems that provide no incentive to ships to discharge their waste into the sea and; for ships to provide notification, prior to their entry into port, of the waste which they will discharge. Directive 2000/59/EC on port reception facilities for ship-generated waste and cargo residues was published in the Official Journal of the European Communities on 28 December 2000 and entered into force that same day. Article 16(1) of the directive requires Member States to bring the national legislation necessary to comply with the Directive into force before 28 December 2002.
