  • Norway Insists on High Speed Craft ECDIS

    The Norwegian Maritime Directorate in Oslo is to compel all high-speed craft (HSC's) and vessels with hazardous cargoes to carry IMO-compliant electronic charts by 2007. As a first stage, it intends to require all HSC's of any flag operating along the Norwegian coast to carry an approved Ecdis when sailing in waters covered by electronic navigation charts (ENC's).

  • SSAS Proposed for US Homeland Security

    The Ship Security Alert System (SSAS) scheduled for introduction by 1 July 2004 is being proposed as part of the best and most logical solution for national homeland security needs. This suggestion has been made to the US Coast Guard following the recent request it made to industry for technical solutions to its long-range vessel tracking needs In a submission from Thales Navigation Ltd it was pointed out that the high level of interest being shown in AIS will result in disappointment unless the technology is supported by a means of long-range communication and position data recall. The solution proposed by Thales is based on its Tracs-SSAS unit which contains a continuous GPS data memory of up to two years. The unit can be interrogated remotely via its Inmarsat-C link and used to supply and download the ship's route history thereby satisfying the US Coast Guard's need for information about its past activity. The entire process can be conducted automatically and without any input from, or even the knowledge of, the ship's crew.

    In announcing that port terminals and facilities on London's River Thames handled over 51 million tonnes of cargo last year, the Port of London Authority also said it anticipates that over £1.3 billion will be invested in PLA terminals over the next decade.     The fourth largest port in Europe at Marseilles handled its highest cargo volume for 15 years in 2003 and set an all-time passenger record of nearly two million. Cargo throughput of 95.6 million tonnes was up 3.6% on 2002 and marked a return to 1988 levels when oil traffic accounted for 74% of the port’s total volume. Oil now makes up only 66% of the port’s volume but a solid 2.7% overall rise in high value container traffic set a record at 831,000 teu. Passenger throughput was up 11.7%, boosted in particular by a spectacular 37% surge in the cruise sector.

This new tug fleet is being formed to provide towage, escort and mooring services, starting in 2006. The fleet will comprise a powerful escort and shiphandling tug, two harbour tugs with 70 tonnes bollard pull and two line handling boats. It is understood that the new vessels will be built by the Moen Slip yard in Kolvereid, with deliveries taking place during 2005. MelkOya is an onshore LNG plant and terminal linked to Statoil's SnOhvit ('Snow white') offshore gas field in the Barents Sea, scheduled to come on-line before the end of 2006.
