Marine Pollution Prevention Campaign Conducted

The 22 maritime authorities of Paris Memorandum of Understanding on Port State Control, which includes EU members plus Canada, Croatia, Iceland, Norway, and the Russian Federation, have conducted a concentrated inspection campaign focussing on how requirements for preventing marine pollution from ships (MARPOL73/78, Annex 1) have been implemented. The three month inspection campaign ended earlier this year.
In practice the concentrated inspection campaign meant that during every port state control inspection within the Paris MOU region, the oil filtering equipment and record keeping were verified in more detail for compliance with international standards. This campaign was carried out in parallel with the Tokyo MOU on Port State Control. The inspections focussed mainly on equipment in the engine room.
Inspections in the past have regularly found illegal bypasses of the oil filtering system and illegal overboard connections from sludge tanks. On many occasions oil record books were not properly kept. In 2004 a total of 3,646 MARPOL Annex 1 deficiencies were found during inspections. During the recent campaign Port State Control Officers used a list of 13 selected items for inspection.
