Flood defences inadequate to cope with Storm Ciarán

Storm Ciarán revealed the inadequacy of England’s flood defences on November 1, as it battered England and France.

Greenpeace says more than 4,000 of flood defences were poor or very poor, quoting an Environment Agency inspection.
